Recognized division of a major Property and Casualty Insurance company is seeking a Chief Information Officer for their Dallas operation. Candidates will be responsible for leading and integrating the efforts of the Strategy, IT, Business Transformation, and Change Delivery functions across the organization.
Specific duties and functions include:
- Develop, implement, and identify key initiatives of Strategy & Technology (S&T) strategy to deliver business strategy
- Develop and maintain business and functional strategy to support delivery of business growth
- Develop and maintain business plans to ensure effective alignment with business strategy
- Develop and maintain support tools and methodology, including roadmaps, to ensure their continued effectiveness in meeting business requirements
- Oversee the strategic planning process and practices to ensure consistency across the organization and delivery of plans to timescales
- Produce business cases to propose change and business improvement
- Drive business process improvements to deliver change that supports future business requirements
- Re-engineer business processes to ensure achievement of business and technology improvement and innovation
- Ensure business processes support IT cost management and chargeback
- Build positive, open, and constructive relationships with key internal and external stakeholders to ensure service delivery meets current and future business needs
- Consult with senior management to define business requirements for the development and implementation of business strategy and technology
- Manage the performance of IT services to ensure services continues to support and deliver against business requirements
- Build and enhance strategic vendor relationships to achieve exceptional levels of quality and service whilst maintaining a competitive pricing structure
- Conduct concept development and feasibility analysis to identify the risks and opportunities for the successful delivery of business strategy and technology change
- Manage the delivery of a committed program portfolio to achieve business objectives
- Develop and/or validate solution architecture and estimation to ensure compliance with S&T strategy and sustainability of solutions
- Manage and develop S&T infrastructure to support business priorities and plan
- Assist solution design and delivery by leveraging business, system, and application knowledge and experience to ensure designs are technically and financially viable
- Manage a software portfolio to ensure products continue to address business challenges and drive efficiencies and effectiveness
- Oversee the delivery of reporting and metric management processes to enable the effective evaluation of services
- Define and maintain the overall enterprise architecture governance framework to ensure robust compliance and standards
- Ensure the confidentiality, integrity, and security of information residing on or transmitted to, from, or through workstations, services, and other systems to meet data protection legislation and best practice
- Attract, select, develop, motivate, train, and retain a high quality workforce with the knowledge, skill, and will to deliver excellent outcomes and customer service
- Drive a culture that is accountability-driven through a performance management approach that aligns personal performance objectives with strategic objectives and clear career paths
- Develop and maintain an operating culture that encourages QBE essential behaviors while promoting a positive QBE image within the industry
- Establish resourcing of the portfolio of programs to ensure sufficient levels of staff and technical abilities are available to achieve portfolio delivery

Qualifications
- Bachelor's degree, or equivalent, in Computer Science, Business Administration, or related field
- Senior level consulting firm or large Property and Casualty Insurance company experience
- Deep cross industry and functional knowledge specifically, in IT and Strategy development, analysis and planning
- Strong experience managing an information technology function in an insurance company
- Proven track record in “end to end” delivery of at least one major strategic change program covering people, process and technology
- Strong people and resource management skills
- Strong relationship management skills
- Excellent, well-rounded IT domain knowledge across all relevant sub-disciplines
